I replaced the PCB on a:
Seagate Barracuda 7200.9
ST3300622AS
Firmware 3.AAH
Date Code 06476
Site Code WU
with a PCB from a (only the site code is off)
Seagate Barracuda 7200.9
ST3300622AS
Firmware 3.AAH
Date Code 06445
Site Code: TK
And the drive will not be detected. I have confirmed the new drive works with the new PCB (so the PCB is good), but my old drive will not detect with the new PCB. Is there anything else I can try? I am pretty sure only the PCB was damaged on the old drive as I can see the fried component.

Well done for finding such a close match. Unfortunately it is one of 3 things:
1) A site code mismatch:
on 7200.11 site code is VERY important
on 7200.10 it is sometimes important
on 7200.9 I did think it was interchangeable
2) You have a firmware failure - this needs to be manipulate by special hardware
3) you have a head failure.
