This does not sounds like a PCB problem.
Usualy when PCB fails, drive won't spin up. _________________ www.datarecoveryne.com |

I can't download this file for some reason.
You mentioned that drive spins up and now you saying it is trying to start.
Which one is it? _________________ www.datarecoveryne.com |

I have heard it!
It seems like your disks has stalled.
This is very common with large size drives.
I just did couple of those recently.
Most likely motor has failed due to heavy weight of the disks.
Its not a PCB for sure. _________________ www.datarecoveryne.com |

You need a help of experienced person here.
You have to move disks from this drive to a new casing of the same model drive, which is very hard to do.
Disalligning of those disks in any direction will make recovery impossible.
This job is very hard even for a pro. _________________ www.datarecoveryne.com |
