I think my hard drive blew; it wont spin anymore; I was fidgeting with the power source and I think it shorted.

All I hear is this little screech when there is power connected to it but no spinning or anything; I'm thinking switching the PCB will help since many people are suggesting it

If you upload a detailed photo, one of us may be able to help you repair your board. Many times the problem is only a shorted diode, in which case it can simply be removed.

I don't see any protection diodes, nor do I see any visible damage. :-(

Furthermore, the "little screech" you allude to is a little strange. If it is a mechanical noise from the drive, then this would suggest that the drive is trying to spin up, which would in turn suggest that the board may be OK. Was the drive in an external enclosure? Is the screech coming from the power source?

Otherwise, if you are confident that the PCB is at fault, I would measure the resistances of inductors L9 and L4 near the power connector. They should be 0.

I would then confirm that the Infineon TLE4417 regulator at U6 is receiving and outputting the correct voltages. My research suggests this regulator is compatible with an IRU1239SC by International Rectifier, and with an ST3L01K7R by ST Microelectronics.

I would use a folded business card to isolate each pin from its two neighbours, so that a slip of your probe will not result in catastrophic damage.

The pinout from left to right (for the ST3L01K7R) is:

1 Ground
2 VO2 - 3.3V
3 VCC - 5V
4 Ground
5 VO3 - 8V
6 VDD - 12V
7 VO1 - 2.6V

You can use a screw hole as your ground reference.

the very faint screech isn't coming from the board from what i can tell sounds like its coming from the middle where the disks are i'm guessing the motor.

it was connected internally but i always had to fidget with the power source so the hard drive boots thre clip was broken that kept it in firmly

I'd say that you have a stiction fault:

When you remove power from the drive, the motor becomes a generator that converts its kinetic energy into a voltage that enables the drive to retract its heads to a safe landing zone. ISTM that your drive's heads may have landed on a smooth section of the platters, where they've become stuck.

the little screen is in fact coming from the pcb board. I disconnected the board and connected the power to it and the same little screech was still there; the pitch is higher when its connected to the hard drive

Sometimes the coil or transformer in a switchmode regulator may squeal when the regulator is driving into a short circuited load.

I would also test the diode above the motor control chip in the top RH corner.

If you replace the board, be prepared to transplant the serial EEPROM chip at U12 from patient to donor. On current drives, these chips store unique drive specific calibration data. One of the DR guys will be able to confirm whether this applies to your model.

It does sound like a PCB problem, not providing enough power for disk/s to spin up. You will have to tranfer ROM chip to a new board in order for PCB to match microcode of your original drive.
